Commercially responsible for a large project or number of smaller projects to protect the company's interest and deliver tender margin-plus with effective cost and value management.
Responsible for annual value of project/s up to £30m.

Key Accountabilities

Support the Commercial Manager/Director in developing and implementing the OU Commercial strategy and Group policies on his/her projects.
Assist with developing of, implementation and adherence to Project commercial strategy.
Ensure that clear and accurate budgets are done at tender award and then monthly for his/her projects.
Recruitment, set-up and day to day management and development of the commercial team on his/her projects.
Procurement of works to meet programme and ideally tender.
Preparation of sub-contract documents for tendering.
Management of client and subcontractor accounts.
Weekly review and analysis of programme, progress and cost monitoring.
Change control management.
Risk & opportunity management.
Financial monitoring and reporting and liaising with the project team.
Detailed commercial analysis of various outputs.
Commercial support on tenders.

Working Environment

Will have line management responsibility for Assistant/Graduate Quantity Surveyors, Quantity Surveyors and Senior Quantity Surveyors.
Liaison with:
Internal - Commercial and operations team, Commercial Manager/Director and Head Office staff.
External - client and supply chain.

Person Specification

Qualifications
Minimum of 7 years of commercial experience within the construction industry and at least 2years with line management responsibility.
Ideally chartered status but as a minimum a degree/HND in Quantity Surveying or equivalent
Relevant CSCS card.

Knowledge and Experience

Good command and communication of oral and written English
Skilled negotiator and communicator.
Good people/management/organisational skills.
Extensive experience of delivering contracts administering and using a range of construction industry suite of contracts.
Good understanding and use of Group policies and reporting requirements.
IT proficient, particularly in MS Office.

  • 4-6 years’ experience as  QS/Estimator within the London market, ideally with a Main Contractor

Job Purpose and Scope:
Reporting directly to the Estimating Manager, we are seeking to recruit either an Estimator who is looking for progression, or Senior Estimator to work within the Bid Team for the preparation of fully considered submissions.
The overall purpose of the role is to prepare accurate cost plans and detailed estimates, identifying true net cost, to enable the Company to fulfill its business objectives.
Other key responsibilities and attributes will include the following: -
Accountabilities and keys tasks:
  • To be able to work under own direction, with minimal supervision within a Bid Team environment whilst maintaining Group Estimating procedures and philosophy.
  • To ensure safe delivery of the tender on date of submission.
  • To confidently present the estimate at the Finalisation Meeting supported by a fully priced nett cost build up with a full knowledge and understanding of the project in the form of a fully completed Tender Quality Plan with a full knowledge and understanding of the project.
  • To liaise with other members of the bid team as appropriate to ensure that all aspects of the tender documentation are fully understood and adequately responded to, advising all members of the team on cost, build ability and programme where appropriate.
  • To have a good working knowledge of the local market, and comply with and promote the Core Supply Chain philosophy in the preparation of the tender enquiry list with the Bid Team.
  • To ensure that the finalised estimate is properly signed off in accordance with the QA Procedures, and completion of the form of tender for signature by the Managing Director.
  • To maintain regular contact with clients and consultant teams and to act at all times in accordance with the Company`s values as an ambassador and advisor, ensuring that working relationships with internal and external customers are consistent with the highest standards.
  • To receive, acknowledge and check tender documentation and (along with other members of the Bid Team) raise queries relating to the tender documentation.
  • To evaluate the tender information and prepare tender action plan and contribute to Bid Strategy (along with other members of the Bid Team).
  • To attend any meetings with the Professional or Design teams both during and post tender.
  • To evaluate and compare quotations received, and compile the price in a thorough, logical and consistent manner.
  • Prepare full priced buildups for internal priced elements of work to assist in supplier and subcontractor selection and to ensure competitiveness.

In addition to the above applications for consideration at Senior Estimator level should be able to demonstrate the following skills:
  • Act as Bid Manager on selected Tenders and Bids.
  • The ability to manage other Estimating Team members at Bid Stage, such as Administrators and other support staff.
  • Experience requisite with the role.
